APEDA Registration and Traceability Requirements for Agri Exports (2026 Guide)

How APEDA RCMC registration works, what traceability records exporters must maintain, and how the lot registration system connects farm lots to export shipments.

India's agri-export business runs on one gatekeeping document: the RCMC. Without it, most scheduled agricultural products cannot leave the country commercially. With it comes a set of record-keeping expectations that trip up first-time exporters — especially the traceability ones.

This guide walks through registration, the documentation stack, and how traceability requirements actually work in practice.

What APEDA is and who needs it

The Agricultural and Processed Food Products Export Development Authority is the statutory body (under the Ministry of Commerce) that promotes and regulates exports of scheduled products — a wide list covering cereals, pulses, fresh fruits and vegetables, processed foods, spices, and more.

If your product is on the schedule, you need a Registration-cum-Membership Certificate (RCMC) from APEDA to export it. Customs asks for the RCMC number; DGFT systems validate it. Without it, the shipment doesn't move.

Getting the RCMC

The process is online through APEDA's registration system. The essentials:

  1. Entity documents — incorporation/partnership papers, PAN, IEC (Import Export Code, from DGFT). The IEC is the prerequisite; get it first if you don't have one.
  2. Application form and fee — filled and paid online.
  3. Processing — APEDA issues the RCMC after verification, typically valid through the financial year and renewable annually.

Plan realistic lead time: IEC issuance plus APEDA verification commonly takes a few weeks end to end, not days.

The documentation stack under it

The RCMC is the entry ticket. Underneath it sits the export documentation every shipment needs:

  • Commercial invoice and packing list
  • Certificate of Analysis (CoA) from an NABL-accredited lab, where the buyer or destination country requires quality proof
  • Phytosanitary certificate from the Plant Quarantine authority for plant-origin products
  • Certificate of Origin — under the applicable trade agreement (ASEAN, CEPA etc.) where the buyer claims preferential duty
  • Destination-specific certificates — pesticide residue reports for the EU, health certificates for processed foods, organic certificates (NPOP/NOP/EU) for organic lots

Where traceability enters

Two mechanisms pull traceability into APEDA exports:

Lot registration. APEDA's system (including the TraceNet infrastructure for organic and tracked commodities) requires registered lots — the system wants to know which farm or group produced what is being shipped, in which season, at what quantity. For organic exports this is mandatory and inspected; for other scheduled products it is increasingly expected by buyers even where not formally enforced.

Buyer requirements. The EU's residue regimes, the US FDA's FSMA records expectations, and large organised buyers all effectively require lot-level traceability: the ability to state, with records, where a shipped lot was grown and what happened to it between farm and container.

The operational reality: traceability for exports means maintaining procurement records per lot — farmer or supplier, location, date, quantity, grade — plus processing records if the product is transformed, plus the lab reports attached to the right lots. When an auditor or buyer asks "show me the trail for container X," you need to produce it in minutes, not reconstruct it in weeks.

Common first-shipment failures

  • IEC and RCMC applied late. The deal is signed, the goods are ready, and the paperwork is still in process. Start registration before the buyer confirms.
  • Lab reports on the wrong lot identity. A CoA that doesn't reference the exact lot identity in the shipment creates re-testing delays at port.
  • Organic claims without chain-of-custody records. The certificate covers the farm; the shipment needs the chain — procurement, processing, storage — documented lot by lot.
  • Traceability reconstructed after the fact. Records built the week before inspection, from memory, rarely survive cross-checking. Capture at procurement time.

A practical sequence for a new exporter

  1. IEC from DGFT.
  2. APEDA RCMC application.
  3. Identify destination requirements (lab, phytosanitary, origin, organic) before the season, not before the shipment.
  4. Set up lot-level procurement records from the first purchase — even a disciplined register beats reconstruction.
  5. Register lots in APEDA's system where applicable; attach lab reports to lot identities.
  6. Ship.

The exporters who scale are the ones for whom an audit question is a five-minute export, not a fire drill.
